About this role

People Branch plays a central enabling role in supporting the Australian Electoral Commission (AEC) by delivering strategic and operational human resources services that help build a capable, agile and high-performing workforce. Within the branch, the Workforce Planning, Development and Analytics section is responsible for workforce planning, workforce analytics, learning and development, and employee recognition and engagement. Through workforce data and reporting, the section provides insights that inform workforce strategy and organisational decision-making, while its learning and development programs support employee capability and professional growth. The section also leads initiatives that strengthen employee engagement, recognition and workplace culture, ensuring the AEC is well positioned to attract, develop and retain the workforce needed to deliver its critical electoral responsibilities. This is an exciting opportunity to shape the organisation’s learning and development agenda, driving a contemporary, enterprise-wide approach to capability building that supports strategic priorities and workforce performance. The role is responsible for developing and implementing learning and development strategies, and overseeing the delivery of core learning programs, including mandatory training, the national induction program, and enterprise-wide development initiatives. Building on the outcomes of a pilot program, you will lead the design and implementation of an innovative professional and leadership development framework. Working closely with senior stakeholders and business areas, you will identify capability needs and co-design targeted learning solutions that strengthen organisational capability and support a high-performing workforce. Leading a small team of learning and development professionals, you will ensure learning solutions are evidence-based, aligned with best-practice adult learning principles, and supported by contemporary learning technologies. The role plays a key role in fostering a culture of continuous learning and improvement, building team capability across instructional design, facilitation and learning technologies, and driving the ongoing evaluation and enhancement of learning initiatives. You will also oversee strategic development opportunities, including the study support program, Jawun placements and other capability-building initiatives, while monitoring and reporting on the effectiveness and impact of learning investments to ensure they deliver meaningful outcomes for both employees and the organisation. To excel you’ll have: • Demonstrated experience leading and/or coordinating learning functions or programs, preferably within a complex or public sector environment. • Strong technical expertise, including instructional design, program delivery, and group facilitation, with the ability to translate organisational capability needs into effective learning solutions. • Proven ability to design and implement evidence-informed leadership development initiatives, including programs aligned to leadership frameworks and organisational priorities. • Highly developed project management skills, with the ability to plan, deliver and evaluate multiple initiatives to achieve quality outcomes and support capability uplift across the organisation. • Strong stakeholder engagement and influencing skills, with the ability to work collaboratively across diverse business areas and guide stakeholders to achieve effective learning outcomes. • Demonstrated ability to use data, insights and evaluation methods to assess program effectiveness and drive continuous improvement. • Strong problem-solving skills, with the ability to align learning initiatives to organisational objectives and transformation priorities. Desirable • Experience in building capability within teams, including coaching and developing others in learning design, facilitation, and contemporary L&D practices. • Relevant tertiary qualifications in Human Resources, Organisational Development, Learning Design, Education, or a related field.
