About this role

This is a key leadership role within Office of Parliamentary Counsel’s (OPC) Finance Team, responsible for leading OPC’s property, facilities, asset management and business services functions. The Assistant Director, Property and Business Services supports the Chief Financial Officer (CFO) by translating strategic business priorities into practical, well-managed services that enable OPC staff to work safely, effectively and productively. The role leads a small team, manages important supplier and stakeholder relationships, oversees service delivery and reporting, and contributes to continuous improvement across workplace operations, accommodation, contracts and administrative support services. • Support the CFO to deliver high-quality, responsive and compliant property and business services functions across OPC. • Lead the day-to-day operations of the Property and Facilities Team, including planning work, setting priorities, allocating tasks, monitoring service standards and supporting staff capability and development. • Manage property, facilities and accommodation services, including maintenance, office changes, fit-outs where appropriate, contractor coordination, building services and workplace improvement activities. • Manage property and business services contracts, accounts, procurement activities and supplier relationships, ensuring services are delivered efficiently, ethically and in accordance with Commonwealth requirements. • Oversee business services functions including Comcover, consumables, parking services, library services, external course coordination and related staff support services. • Prepare and coordinate property-related reporting, briefing material, records and governance documentation to a high standard and within required timeframes. • Develop, maintain and improve property and business services policies, procedures, standard operating processes and tracking tools to support consistent, auditable and user-focused service delivery. • Build effective working relationships across Corporate Services and OPC, senior management, staff, landlords, contractors and external stakeholders. • Identify opportunities to streamline processes, manage risks, improve service quality and contribute to a positive, collaborative and high-performing team culture. Key capabilities • Property, facilities and workplace services: Demonstrated experience managing property, facilities, accommodation, workplace services or asset management functions, including maintenance, office changes, contractor coordination, lifecycle planning and practical improvements to the workplace environment. • Leadership and team performance: Demonstrated ability to lead a small operational team, set priorities, allocate work, build capability, manage competing demands and contribute to a positive, collaborative and high-performing team culture. • Contract, procurement and supplier management: Experience managing contracts, procurement activities, accounts or supplier relationships, including monitoring service delivery, resolving issues, supporting value-for-money outcomes and operating in accordance with Commonwealth requirements. • Governance, risk and compliance: Ability to apply sound judgement in a public sector environment, manage operational risks, support work health and safety, security and compliance requirements, and maintain accurate records, procedures, reporting and assurance documentation. • Communication and stakeholder engagement: Developed written and verbal communication skills, including the ability to prepare clear advice, reports and procedures, and to build effective relationships with staff, senior leaders, landlords, contractors and external service providers. • In assessing applicants, OPC may also consider relevant qualifications, training and experience; standard of work performance; capacity to deliver outcomes at the Executive Level 1 level; personal qualities such as honesty, integrity and resilience; potential for further development; and ability to contribute to team performance.
