The Role Roles within the Department of Defence, Commercial Division are currently available. Within Commercial Division, we can offer you access to comprehensive professionalisation and skilling programs to support your development and opportunities to work with experienced procurement and contracting specialists. We are looking for motivated, high performing and experienced candidates to fulfil APS 5 roles now or in the future within the Commercial Division. These roles provide valuable exposure to policy implementation and development and business process improvement while supporting the Division’s priorities. Within these roles, you will be required to undertake a number of the following duties: • Liaise and collaborate with Australian Government departments on Procurement Connected Policies. • Undertake performance reporting against relevant contracts to satisfy Procurement Connected Policy reporting requirements. • Support consultation, implementation and embedding of procurement policy within Defence including delivery of education and awareness activities. • Contribute to the operation of a Procurement Policy Board. • Respond to and implement Australian National Audit Office audit recommendations. • Support the management of the Defence Procurement Complaints Scheme. • Support the enhancement of procurement policy and guidance. • Support the delivery of Indigenous business matching services. • Support the delivery of Commercial professionalisation program initiatives, including the coordination of learning activities. • Assist with engagement and communication activities to promote commercial capability. • Support the implementation of the Enterprise Resource Planning (ERP) Solution and alignment to the Defence Commercial Framework. • Support the end user community in adoption and efficient use of the ERP Solution. This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. The Commercial Policy, Systems and Practice Branch delivers commercial expertise and solutions for procurement and contracting across the procurement life cycle to help Defence meet its objectives, maximise value for money and meet legislative and mandatory policy requirements. Procurement Policy and Defence Procurement Complaints Scheme – Procurement Policy Directorate The Procurement Policy team provide high-level strategic commercial policy advice to a range of stakeholders including Defence Ministers, Senior Executives and Defence staff. The team develops and manages procurement policies, processes and guidance materials to support Defence in its mission to defend and protect Australia and advance its strategic interest. The team works with other Government agencies and to develop whole of government policies and ensure that Defence procurement policies and practices are compliant with Commonwealth legislation, frameworks and policies. The Defence Procurement Complaints Scheme manages and investigates complaints regarding Defence procurement processes. Indigenous Procurement Policy (IPP) Procurement Connected Policies (PCP) Central Reporting Team The IPP/ PCP Central Reporting Team manage the implementation of the IPP across Defence, as well as managing reporting requirements for the IPP, Australian Skills Guarantee (ASG) and Environmentally Sustainable Procurement Policy (ESPP). The team focus on: • Provision of education activities and guidance in relation to the application of the IPP, and coordination of reporting requirements to the National Indigenous Australians Agency. • Provision of business matching services to guide Indigenous businesses seeking to do business with Defence. • Provision of advice and coordination of reporting requirements for both the ASG and ESPP. • Representation at key industry and government forums. • Internal and external stakeholder engagement. Directorate of Commercial ERP Integration (DCEI) The DCEI is a multi-disciplinary team responsible for integrating the Defence Commercial Framework and the ERP Solution. The responsibilities for the Directorate will continue to evolve into the foreseeable future as the ERP Program continues to deliver capabilities until the end of 2030 and into sustainment. This is an exciting time to join the team as Defence adapts to the new ways of working with the ERP solution and establish the foundations of the Procure to Pay Value Chain. You have the opportunity to be at the forefront of transformation and support Defence modernisation. Current functions include, but are not limited to: • Procure to Pay Value Chain Point of Contact – governance arrangements. • Enhancements and Forward Work Plan – project management of concurrent releases. • Business Process Management – business process maintenance and associated user guidance. • Role Management – purchasing role management and user access. • Service Desk Management – incident management and trend analysis. • End user support and uplift.
