The Practice Incentives Program Quality Improvement (PIPQI) Unit and Primary Healthcare Analysis and Reporting Unit (PHARU) sit within the Primary & Community Care & Information Standards Group and are responsible for analytical and reporting work contributing to the development of a National Primary Health Care Data Collection (NPHCDC), and managing and reporting on Australia’s first most comprehensive general practice data collection, the PIPQI Eligible Dataset. Both units work closely with the Department of Health, Disability and Aged Care, all 31 Primary Health Networks (PHNs) and a range of other stakeholders. Practice Incentives Program Quality Improvement (PIPQI) Unit The PIPQI Unit is responsible for collating, managing, and analysing Australia’s largest general practice PIPQI Eligible dataset, sourced from 21 million records from over 6,000 accredited general practices via their PHNs. These data are used by the PIPQI Unit to report on 10 Quality Improvement Measures (QIMs) to provide nationally consistent, comparable data against specified measures that contribute to the assessment of needs, and to the improvement of regional and national health outcomes. The PIPQI Unit is seeking 2 reliable and experienced statistical leaders to manage a team for the screening, validation, analysis, visualisation, and reporting of aggregate data from general practices. In these positions, you will manage small teams working with general practice data, and within the extraction ecosystem, developing capability in understanding practice management software and tools that provide clinical decision support. It is expected that team leaders engage and collaborate with other PHNs and software providers, manage iterative projects, and be able to present their work and results to a wider primary care audience to impart their knowledge about data processes. Knowledge of how general practice data supports the role of PHNs more broadly in commissioning regional primary care services would be an advantage. Under general direction you will: • Supervise a team to prepare a range of written material, including emails, communications, technical guidance material for government, PHNs, presentations and reports. • Engage and liaise with a wide range of government and non-government stakeholders as required. • Undertake analysis of the PIPQI eligible dataset using SAS and other analysis tools, and contribute to the design and development of analytical processes to streamline the ingestion, screening, validation, and analysis of PIPQI data from general practices. • Undertake analysis of primary care data that enhances the unit’s understanding of the PIPQI data. ecosystem • Manage the team to collate and validate quarterly survey responses from 31 PHNs and to develop Tableau visualisations from the results • Undertake project planning and research. Primary Healthcare Analysis and Reporting Unit (PHARU) PHARU is responsible for reporting of national health indicators relating to primary care, collaborative projects with PHNs demonstrating the value of general practice data, and management of the institute’s business engagement with Primary Health Insights (PHI), the storage and analytics platform used by most PHNs. PHARU is seeking experienced Statistical Team Leaders to lead the analysis and reporting of various unit record level health datasets to produce insights informing PHN Needs Assessments and the development of an enduring NPHCDC. Under general direction you will: • Lead the production of our annual web reports related to aspects of primary care, using Medicare Benefits Schedule (MBS), emergency department and hospital admissions data. • Lead a small team to undertake analytic activities and data visualisations, translating complex data into clear, accurate and audience-appropriate information. • Work collaboratively with the Unit Head and others in our engagement with the PHI platform. • Liaise and negotiate with other areas of the institute, Commonwealth government agencies, state and local authorities, and business or community organisations in relation to our primary care work. • Represent the institute and PHARU at meetings as appropriate to the responsibilities above.
