The Role Defence Force Recruiting (DFR) is seeking an ICT Professional with experience and understanding of the current issues facing the Information Technology sector. This exciting role will be part of a small team that manages a wide range of ICT projects in collaboration with our recruiting services partner. You will be accountable to plan, lead and manage a range of ICT resources and projects, manage risk, including cyber security and negotiate to resolve potential conflict in the context of sensitive or difficult issues. Your ability to analyse and evaluate ICT projects and business objectives to understand critical factors and obtain cooperation to achieve results is paramount to success in this role. This role will ideally suit a highly motivated, proactive and experienced candidate with strong interpersonal and relationship management skills. Strong writing skills, attention to detail and a proven ability to undertake effective stakeholder engagement is essential in this role. About our Team Defence Force Recruiting (DFR) is a public–private collaboration between Defence and a recruiting partner, delivering recruiting services to the Australian Defence Force in accordance with standards and policies set by Navy, Army and Air Force. Recruiting services are delivered through a highly integrated workforce of military, APS and contractor staff and are directly responsible for delivering capability outcomes to the Australian Defence Force. The ICT team provides leadership and oversight of ICT security, governance, innovation and strategic direction across DFR. The team is responsible for the planning, management and delivery of ICT projects in close collaboration with the recruiting partner, as well as coordinating and driving continuous improvement and digital transformation initiatives. It works in strong partnership with Defence ICT governance authorities and key stakeholders to ensure DFR systems, services and projects align with broader Defence ICT strategies, architectures and standards. The team also develops and implements strategies to manage business risks associated with ICT operations and technology-enabled change, working collaboratively with stakeholders to ensure shared understanding and effective mitigation of risks. Key responsibilities include oversight of ICT service management arrangements, support and enhancement of the DFR website, and leadership of major ICT initiatives. This includes working closely with the Future Service Delivery Model team and other stakeholders on the implementation of a new recruiting management system over the next two years. These activities are critical to maintaining secure, reliable and modern digital services, enabled through strong stakeholder engagement and collaboration, to ensure DFR meets its operational objectives and supports Defence workforce outcomes. Our Ideal Candidate This role requires experience in ICT acquisition, delivery, sustainment and governance within a complex, integrated workforce environment. The successful candidate will possess a strong understanding of ICT business management frameworks, systems and processes, and the ability to translate business requirements into strategic outcomes. Working closely with the EL 2, the role will lead the implementation and transformation of ICT capabilities under the Recruiting Services Contract and oversee DFR's broader ICT portfolio. Success in this role requires the ability to analyse and evaluate complex ICT projects, identify critical risks and dependencies, and influence stakeholders through strong collaboration and engagement to achieve business outcomes. The ideal candidate will be a highly motivated and professional ICT leader with strong integrity, sound judgement and excellent stakeholder engagement skills. They will be capable of building and sustaining effective relationships across Defence, industry and contractor workforces, while fostering a collaborative environment and providing authoritative advice on ICT strategy, cyber security, risk management and business improvement initiatives. The successful candidate will demonstrate: • Extensive experience managing ICT projects, programs and contractor-delivered services. • Strong leadership skills, including the ability to manage diverse teams and influence senior stakeholders. • Well-developed commercial and business acumen. • The ability to balance competing priorities and deliver outcomes in a complex and dynamic environment. • Experience identifying and managing ICT and cyber security risks. • A high degree of independence, initiative and strategic thinking. Highly Desirable skills include: • Qualifications (or equivalent extensive experience) in ICT/Information Technology. • Project Management qualifications and experience. • ITIL and ITSM qualifications and experience.
