About this role

The Role The ITB (Information Technology Branch) Project and Delivery Manager is responsible for delivering and supporting ITB projects and initiatives. The role will support ITB Section Managers and business stakeholders to drive and implement application, platform, and technology changes across CASA’s Information Technology (IT) portfolio. The ITB Project and Delivery Manager is accountable for delivering secure, reliable, and modern systems and services through effective project management, governance, managing risks and issues, and project reporting. The position sits within a branch responsible for CASA’s information, digital, and technology capabilities. Working under limited direction by supporting ITB Section Managers, the ITB Project and Delivery Manager is a proactive self-starter who demonstrates initiative in identifying priorities and driving outcomes across both application and infrastructure projects. The role requires extensive experience, sound judgement, and the ability to exercise a high degree of autonomy and accountability in managing projects to deliver outcomes for business areas, the ITB branch, and CASA as a whole. The position requires extensive stakeholder engagement across CASA, including collaboration with project sponsors, business areas, other government agencies, and external suppliers. This involves building strong relationships, facilitating effective communication, and ensuring stakeholder needs and expectations are effectively managed throughout the project lifecycle. The ITB Project and Delivery Manager brings significant experience in leading delivery teams to successful outcomes, with proven capability in delivery management, business analysis, government procurement, contract management, and the management of service providers. Some out of hours work may be required to support the implementation of IT changes. The ITB Project and Delivery Manager will require key skills and knowledge: • Demonstrated project and delivery management experience in delivering complex ICT projects across application, platform, and infrastructure environments. • Demonstrated experience in delivering outcomes using agile, waterfall, and hybrid project and delivery management methodologies. This includes experience in the management of DevOps based sprints and kanban boards and agile ceremonies including scrums, showcases, and retrospectives. • Ability to manage project scope, schedule, risk, issues, and resources to achieve successful outcomes aligned with project deliverables. • Demonstrated interpersonal and communication skills, with the ability to build and sustain effective relationships with project sponsors, business areas, and external suppliers. • Demonstrated experience operating within structured enterprise governance frameworks, including preparation of project documentation, reporting, and compliance. • Ability to lead and coordinate multi-disciplinary project and delivery teams, influence stakeholders, and drive collaboration to deliver project outcomes. • Ability to support and drive business change, including changes to business processes, service delivery models, ensuring successful project delivery and benefits realisation. • Strong analytical skills with the ability to understand business needs, identify process improvement opportunities, and translate requirements into effective IT and digital solutions. • Experience in government contract management, with the ability to manage supplier performance and deliver value-for-money outcomes. • Experience working within internal IT governance frameworks including architecture approval, acceptance into service, and change and release management. • Demonstrated experience delivering medium to large-scale ICT projects concurrently within a government environment using waterfall, agile, and hybrid delivery methodologies. • Proven ability to manage project scope, schedule, budget, risks, and dependencies within an established portfolio management framework. • Demonstrated experience in leading agile delivery management processes including the creation of Epics, Features, User Stories, Backlogs, and Sprints to drive project delivery using DevOps. • Experience developing end-to-end ICT project lifecycle documentation, including business cases, project plans, change requests, risk and issue registers, and monthly reporting. Ideal Candidate Our ideal candidate will have: • Excellent analytical and problem solving skills, with the ability to identify, assess, and document project risks, issues and dependencies. • Experience in facilitating and engaging with project boards, committees, and workshops. • Excellent communication skills, with the ability to prepare clear, concise, and accurate project reports and executive briefings. • Demonstrated high-level stakeholder management skills, including negotiation and the ability to build, influence, and maintain productive working relationships across business and technical stakeholders. • Demonstrated experience in government procurement processes, including contract management and supplier performance to deliver project outcomes. • Understanding of Australian Government digital and technology strategies, priorities, and standards • Demonstrated understanding of enterprise IT environments, encompassing both applications and infrastructure, with knowledge of system integration, cybersecurity principles, and technology delivery practices.
