The Australian Communications and Media Authority (ACMA) is an independent Commonwealth statutory authority responsible for the regulation of broadcasting, radiocommunications, telecommunications and some online content. Who we are Content Division The Content Division manages policy, compliance and enforcement matters relating to TV and radio broadcast content, media diversity, ownership and control, interactive gambling, gambling advertising and mis- and disinformation. While we are looking to fill the role of Senior Compliance Officers in the Gambling and Digital Platforms Branch, this recruitment process will also be used to create a merit pool to fill future vacancies in the Content Division, including the Content Safeguards Branch. Gambling and Digital Platforms Branch Working under the Interactive Gambling Act 2001 and the Broadcasting Services Act 1992 , the Gambling and Digital Platforms Branch comprises four teams contributing to developing, implementing and administering safeguards to reduce the harm to Australians when using digital platforms and gambling services, as well as accessing live sport. We do this by preventing harms that may arise from online gambling activity, exposure to gambling advertising and the impacts of mis- and disinformation. This includes administering BetStop – the National Self-Exclusion Register, taking a range of compliance and enforcement activities and conducting proactive consumer education activities. The government has recently introduced legislation to the Parliament which will expand the ACMA’s role in gambling regulation, including implementing new rules around gambling advertising, new measures to disrupt illegal gambling services and strengthening the operation of BetStop – the National Self-Exclusion Register. The four teams in the Branch have the following responsibilities: • Betstop and Gambling Compliance Team - responsible for administering BetStop - the National Self-Exclusion Register. The Register is a significant consumer safeguard that allows Australians to self-exclude from all licensed interactive wagering services in a single process. This team also regulates licensed wagering providers. • Illegal Gambling Team - responsible for enforcing the prohibition on illegal interactive gambling services and the advertising of these services. This team regularly engages with domestic and international regulators as part of its work. • Gambling Advertising Restrictions and Platforms Team - lead implementation of the government’s new wagering advertising reforms for broadcast and online services. The reforms will also include new obligations on licensed wagering service providers, and new rules about wagering advertising on uniforms and in sporting venues. • Betstop Taskforce - responsible for enhancements to BetStop the National Self Exclusion Register recommended by a recent statutory review. About the role The Senior Compliance Officer roles are critical to the implementation and delivery of new gambling legislation aimed at preventing harm to members of the Australian community. You will lead significant investigations into potential non-compliance with legislation about gambling advertising, illegal gambling services and Betstop, the National Self Exclusion Register. As Senior Compliance Officers, you will work with a considerable degree of independence. You will be efficient and confident leaders, focused on supervising and mentoring others in driving outcomes and high performance, while promoting a respectful, supportive and value-driven workplace. The EL1 Senior Compliance Officers will also engage in complex problem-solving and issues management and coordinate sensitive projects that impact on outcomes for the agency. • lead the development of administrative arrangements to administer new gambling regulatory powers, including standard operating procedures and compliance strategies • review and streamline gambling investigations, compliance and enforcement processes • provide in-depth knowledge of and compliance with legislative and administrative frameworks, government decision-making processes and agency guidelines and regulations • lead the interpretation and application of legislation and regulatory frameworks to inform complex investigation decisions and advice and compliance and enforcement actions • communicate and make decisions that are based on professional judgement, evaluating risks and in the context of a complex and changing environment • provide high-quality and timely written and verbal advice to a broad range of internal and external parties, including ACMA Authority members, senior executive officers and decision makers • prepare and present briefs and reports for a variety of internal and external stakeholders, including senior executives, government, industry groups, state and territory regulators, consumer advocates and members of the public • demonstrate initiative, problem-solving, and strong organisational skills, including the ability to effectively prioritise to meet deadlines, manage competing tasks and deliver against corporate priorities and legislative obligations • supervise and manage staff, including providing feedback, direction and taking responsibility for team goals and outcomes • play a leadership role in the team, supporting development and contributing to the management of the section and the branch.
