Senior Development Expert, EL 2 Senior Development Experts oversee large and complex software development projects, providing technical leadership to their team/s. They drive software planning, development and construction activities and are accountable for the resolution of complex issues within development and production environments. Senior Development Experts have an in-depth understanding of the ICT landscape and demonstrated experience and ability in programming best practice. They oversee the quality and functionality of software, ensuring adherence to relevant standards, guidelines, and methods for system development. The Senior Development Expert operates with a high level of autonomy, with decision-making highly dependent on their own judgement. In performing a leadership role, they identify and drive innovation, manage and lead change, and have an active role in contributing to and implementing the department’s strategic direction. We’re looking for Senior Development Experts with a range of skills and experience including but not limited to the following: • JavaScript, Angular, Typescript • SAP S/4 Hana, CRM (ABAP), Fiori/UI5 • Mainframe, Java, M204, COBOL, TIBCO, CA-GEN/Broadcom-Gen • IBM Case Management/APIConnect, IBM CloudPak for Business Automation Workflow • Data Modelling, Design and Data Querying Languages (SQL, Data Warehouse or similar) • Software Development Languages (Angular, NodeJS, Java, Python, Gherkin), Helm, shell scripting, Objectstar, CI/CD Pipelines, Gitlab Nexus • Databases (e.g. PostgreSQL, DB2, Teradata, MS SQL, Oracle etc.) • Data Extraction and Integration (e.g. IBM DataStage, SAP BODS, SAS DI, SSIS, open source technologies like Apache NiFi/Apache Spark). • Web related technologies, namely Drupal and WordPress. Expert knowledge and experience in customisation techniques relating to themes, modules, API Integration, Git repo maintenance. • Mobile Application Development (Android and iOS) • Mainframe platforms: Capability in M204 and SOUL for developing and supporting core business systems. • Legacy application development and batch processing/data services: Experience with COBOL/Delta and supporting complex, high volume enterprise environments using JCL, DB2, OPCA, TSO and ISPF for troubleshooting and maintenance. • Modern development: Experience across Java and Angular stacks (Java, JavaScript, TypeScript, APIs), CI/CD pipelines, GitLab, Maven, Nexus, Node/NestJS, Siebel, Fusion Middleware, Temenos smartforms, MongoDB, Redhat Openshift and automated testing using Selenium and Cucumber. • Oversee and drive the end-to-end software development lifecycle, technical design, and prototyping to ensure high-quality code and long-term maintainability. • Implement software development strategies, ensure compliance with endorsed methodologies, and manage strategic workforce planning to align with business objectives. • Review and approve proposed technical solutions, undertaking high-level impact analysis of technical requirements to support project evaluation. • Oversee software releases, ensuring robust go-live processes, production support, and ongoing system maintenance. • Technical Advisory & Issue Resolution: Provide expert technical advice on development, maintenance, and assist with resolving highly complex technical issues. • Negotiate with stakeholders and partner with external agencies to build service delivery capability. • Lead, coach, and mentor staff to improve performance, engagement, and capability, while fostering a positive risk management culture. • Oversee project delivery, cost analysis, and corporate documentation, exercising delegation in accordance with legislation.
