About the Branch The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency’s compliance with legislation, policies and guidelines as a non-corporate Commonwealth entity. The branch complements the scheme-focus of other agency divisions by providing digital services for internal and client-facing systems and facilitating strategic communications and client engagement through the agency’s website and contact centre. In addition, the Branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, risk management and assurance, facilities management and human resource management. About the Section The Human Resources, Security and Facilities section are responsible for operational and strategic people related matters for the agency. We support the agency to achieve its purpose through providing business focussed advice and support, and we strive to continuously improve the quality of our services and ensure that our workplace respects and meets the needs of all employees. The section has responsibility for three distinct and important functions: • The Human Resources function supports the attraction, retention and development of a highly skilled, motivated and engaged workforce. • The Security function manages protective and physical security as directed in the Protective Security Policy Framework (PSPF). • The Facilities function manages our property and facilities in accordance with government and industry guidelines. Under limited direction, the Senior HR Advisor – Performance and Conduct will: • Provide high quality advice on APS Code of Conduct matters and performance management, supporting evidence-based decision-making across the agency. • Conduct and support investigations into suspected breaches of the APS Code of Conduct, including gathering evidence, preparing documentation and contributing to investigation outcomes. • Assist in the management of underperformance matters, including monitoring cases, preparing correspondence and supporting procedural fairness requirements. • Provide guidance and coaching to managers and employees on performance and conduct processes, including early intervention strategies and case handling. • Apply sound judgement and maintain awareness of best practice investigative approaches and APS legislative and policy frameworks. • Contribute to maintaining accurate records and documentation for performance and conduct cases, ensuring compliance with legal and policy requirements. • Build strong working relationships with business areas to provide responsive and practical HR advice. • Contribute to the development, review and continuous improvement of policies, procedures and guidance material. • Share knowledge and support team capability through collaboration and mentoring of more junior staff where appropriate. • Develop an understanding of business contexts to tailor advice and support organisational objectives. • Contribute to the ongoing administration of the agency's annual performance management framework. Knowledge, Skills and Attributes The ideal candidate will demonstrate: • Strong attention to detail and ability to analyse and interpret information and identify key issues and risks. • Well-developed written and verbal communication skills, including the ability to prepare clear, accurate and well-structured documentation. • Working knowledge of APS legislation, frameworks and policies, particularly in relation to conduct and performance. • Experience managing sensitive employee matters with discretion and professionalism. • Ability to prioritise work, manage competing deadlines and operate both independently and as part of a team. • Sound stakeholder engagement skills, including the ability to manage differing perspectives constructively. • Resilience and adaptability in a high-volume, complex environment. • Ability to exercise sound judgement, taking into account best practice principles and risk-informed decision-making. Tertiary qualifications in Human Resources Management or a related field are desirable.
