About this role

Reporting to the Workplace Relations Manager, the Workplace Relations team provides specialist employee and industrial relations advice and develops effective strategies, processes and interventions to meet the department’s requirements under the Enterprise Agreement and Commonwealth legislation. The Workplace Relations team is responsible for internal investigations into suspected APS Code of Conduct breaches, action reviews of employment decisions and apply conflict resolution strategies for disputes and employee grievances in line with the Fair Work Act 2009, Public Service Act 1999, Regulations and Directions and the bureau's Enterprise Agreement, policies and procedures. The Workplace Relations team is also responsible for managing the Agency's relationship with unions, provides support and guidance to the business in relation to change management and consultation requirements and provides secretariat support services for the Bureau Consultative Committee and other forums. In addition to having strong government investigation and conflict resolution skills, this role requires accurate record-keeping and data reporting skills. You will also contribute to the capability development of other APS agencies and employers by promoting and overseeing the Workplace Relations and Policy Interagency forum. The responsibilities of the role include but are not limited to: 1. Provide high level specialist, strategic and innovative HR advice, guidance and coaching to senior leaders on employment, industrial and workplace relations issues for the bureau. 2. Implement effective case management for complex highly sensitive people matters, including underperformance, code of conduct, workplace grievances and disputes in compliance with relevant employment legislation and other employee or industrial frameworks including the Fair Work Act 2009, Public Service Act 1999 and relevant Regulations, Directions and Enterprise Agreements. 3. Prepare high-quality written materials, including briefings, case records, papers, articles and data reports for a range of audiences including independent external reviews, legal advisors, unions and senior executive. 4. Maintain confidential and secure records of employee and case management records in accordance with legislation 5. Build and maintain effective working relationships with senior leaders, managers, People Partners and other bureau areas to identify and address complex people-related matters early and at the local level via coaching, support and HR advice. 6. Manage the development of policies and practices to support the bureau's workplace relations strategy and obligations and address key industrial relations issues based on contemporary practices and evolving needs of the organisation. 7. Maintain industrial and employee relations knowledge, identify potential changes in the industrial environment and proactively develop or modify workplace relations strategies. 8. Manage and mentor a team of Workplace Relations advisors to achieve positive outcomes, build capability growth and drive performance. 9. Model behaviours to promote a workplace culture that aligns with bureau strategies, leadership and core values.
