About this role

The Opportunity HorizonOne Recruitment specialises in the recruitment of Program and Project professionals. The roles we recruit for range from short term contracts (3 months) to long term contracts (12 months or more), as well as permanent s26 transfer positions. It is very common for high performing contracting candidates to receive repeated extensions on their contracts or secure permanency in the APS. We are seeking expressions of interest from high performing and experienced Program and Project Professionals to become registered with HorizonOne. Being a registered candidate means you have access to suitable opportunities as they become available, some of which aren’t externally advertised. In the current market, the majority of our government clients are looking to fill salaried non-ongoing contracts (also known as fixed term contracts). However, we still have a small number of labour hire contracts available. Our client base is focused primarily in the ACT region and require candidates to be present in their Canberra office for at least a portion of the week, thus we are only seeking candidates located in Canberra The Role The responsibilities of each position will vary, but as a Program or Project Officer in government, you will often be required to: • Support the design, implementation, monitoring, and evaluation of programs or projects that align with the department/agency’s objectives • Develop project plans, track progress against milestones, and manage reporting requirements • Coordinate procurement, contract management, and budget oversight activities • Prepare high-quality documentation including briefs, reports, and ministerial correspondence • Engage and collaborate with internal and external stakeholders to ensure program and project deliverables are met • Contribute to risk management, governance, and continuous improvement activities across projects and programs The Ideal Person Given the requirements of our clients, we are looking for candidates with demonstrated experience delivering programs and projects in a government (Commonwealth) environment or similar. To be successful in these roles, you will be highly organised with strong project management skills and a proven ability to meet deadlines in fast-paced environments. You will be comfortable managing competing priorities, tracking project milestones, and providing regular updates to senior executives or project boards. Strong communication skills are essential, as you’ll often prepare high-level documentation and work closely with stakeholders from across government and external organisations. You will also have sound analytical and problem-solving skills, with the ability to anticipate risks and recommend effective solutions. Candidates with qualifications or certifications in project management (such as PRINCE2 or Agile) and experience in procurement, contract management, or financial oversight are highly regarded. To be eligible to work in federal government, you must be an Australian citizen, be willing to undergo a police check and have a Baseline security clearance. Salary / Rate Salaries will be dependent on the enterprise agreement of the government department/agency.
